Filing an application and MOS

How to choose the procedure and submit the application correctly

Before filing, you need to identify which procedure fits your situation: a temporary residence permit and the basis for it, a permanent residence permit, or an EU long-term resident permit.

From 27 April 2026, applications for a temporary residence permit, a permanent residence permit and an EU long-term resident permit are generally submitted electronically through MOS.

Certain applications specified by law must still be submitted on paper.

After submitting the application through MOS, download and keep the UPO — Urzędowe Poświadczenie Odbioru.

The UPO confirms that the electronic application was received by the authority.

What happens after filing

UPO, wezwanie, an in-person visit and the next steps

Submitting an application electronically does not end the administrative procedure.

After filing, the authority reviews the application and, if needed, calls the applicant in.

Later in the procedure you may be asked for:

  • the original of a valid travel document
  • fingerprints
  • a specimen signature
  • originals or additional documents
  • a response to a wezwanie

After the application has been reviewed, a separate zaświadczenie potwierdzające złożenie wniosku may appear in MOS.

UPO and a zaświadczenie are different documents.

MOS does not replace further correspondence or administrative proceedings before the authority.

PESEL UKR and CUKR

Key requirements for moving from UKR status to CUKR

CUKR is a card confirming a temporary residence permit on special terms for 3 years.

CUKR applications are accepted through MOS from 4 May 2026.

For the main category of applicants, all of the following must be met at the same time:

  • a valid PESEL UKR on the date of filing
  • a valid PESEL UKR on 4 June 2025
  • valid UKR status until the card is issued
  • UKR status held continuously for at least 365 days

If any of these conditions is not met, the main-category requirements are not satisfied.

Separate rules apply to children born in Poland after 23 February 2022.

Having a job is not, by itself, a condition for obtaining CUKR.

After CUKR is issued, UKR temporary protection status ends.

Changes during a case

A change of employer, new circumstances and additional documents

If your job, address, family situation or other material circumstances change after you file, you need to check whether the changes affect the ongoing case.

If you change employer, first check the type of permit and the wording of the decision.

If the permit names a specific employer, changing employer may require an amendment to the permit or notification of the competent voivode.

Separate rules apply to some types of permits, including the Niebieska Karta UE.

Additional documents should be submitted in the way indicated by the authority or in the wezwanie you received.

If your case already has a reference number, include it in all correspondence.

Frequently asked questions

When is an application submitted through MOS considered filed?

An application is considered submitted to the authority once it has been successfully submitted electronically through MOS.

After submission, you can download the Urzędowe Poświadczenie Odbioru (UPO).

You should keep the UPO.

The authority may still review the application and ask you to correct any formal deficiencies or provide additional documents.

How does UPO differ from a zaświadczenie?

UPO confirms that the electronic application was sent and received by the authority.

Zaświadczenie potwierdzające złożenie wniosku is a separate document that becomes available after the application has been reviewed by an official.

These are two different documents and they serve different purposes.

Can I travel after filing an application?

Filing an application, and a zaświadczenie confirming its submission, do not by themselves provide a legal basis for travel within the Schengen Area.

To return to Poland after leaving, you must have a separate legal basis for re-entry appropriate to your circumstances.

What should I do after a change of employer?

First check the type of permit and the wording of the decision.

If the permit names a specific employer, changing employer may require an amendment to the permit or notification of the competent voivode.

The rules depend on the type of permit, so there is no single rule that applies to all residence permits.

How do I submit additional documents in an ongoing case?

MOS is not used as a general correspondence channel with the authority.

Check the wezwanie you received and the guidance provided by the authority handling your case for the correct submission method.

If your case already has a reference number, include it in all correspondence.
